Minor Mineral Extraction Work
Extraction of minor minerals in forest areas is an important task because it is a continuously available forest produce. Its requirement in housing and other construction works will always remain and continue to grow. There is also no SUBSTITUTE for it. Therefore, sufficient profit can also be earned in this. From the point of view of management and vigilance, it is quite close to other forest produce. Even in undivided Uttar Pradesh, the scientific extraction of forest produce from forest areas has been done by the Forest Corporation, due to which the Forest Development Corporation has the desired experience to conduct this business. Therefore, absolute honesty is essential among the field staff for this work.
The National Forest Policy was declared by the Government of India in the year 1988, which is applicable in all states of the country including Uttarakhand. Uttarakhand is a state full of biodiversity. For biodiversity conservation, the collection of R.B.M. from rivers will have to be done in a scientific manner. There is a clear provision in the proviso (III) of Section-2 of the Forest Conservation Act 1980 that a lease of any forest land cannot be given to any such private person or authority or corporation or any agency, which is not under the control of the government, without the permission of the Government of India.
After the formation of the state of Uttarakhand, the state government has issued the Minor Mineral Concession Rules from time to time, according to which it is extremely important to follow/ensure compliance with the prescribed rules and conditions.
